Create a multi-notification like in the "Air Alert" telegram.

Instead of several notifications about an alert/emergency in certain areas of a single region, there should be one notification. The same should be done in the app. You can also add multi-notifications for other types of notifications, for example, if a specific area/region is selected and there is a danger to several cities, then instead of receiving several separate notifications, one notification should be sent.
